The current Bouchie Lake Hall was constructed in 1976 by volunteers on land donated to the community. It was built to replace the old Bouchie Lake Hall that was destroyed by fire in 1972 and was situated where the Bouchie Lake Elementary School parking lot is today. From 1972 – 1984, the hall and grounds were funded entirely by the community. In 1984, at the time when “Subregional Recreation” (e.g. North Cariboo Recreation & Park / NCRPF taxation function) was formed through referendum, ownership of the Bouchie Lake Hall and Recreation Grounds was transferred from the community to the Cariboo Regional District (CRD). The CRD paid the $18,000 mortgage owing on the facility and they entered into an agreement with the Bouchie Lake Recreation Commission, a not-for-profit society (hereafter referred to as the “Society”) to manage / operate the facility, on a “cost-share basis.” CRD to cover 40% of approved operating costs and 60% of approved capital costs with the balance to be raised by the Society. The “Society” brought in additional funds through fundraising activities such as bingo and gaming funds.
In 2007, the Cariboo Regional District established the Bouchie Lake Recreation Commission / BLRC as we know it today by way of a Bylaw (4918, 2014). Schedule A of Bylaw – 4918, states that the funding arrangement between CRD & BLRC is not to cover the full cost of operating, maintaining and improving the Property. Rather the BLRC is encouraged to seek other sources of funding by way of donations, fundraising or facility rentals to ensure that existing levels of service are maintained.
In 2012, the formally named Bouchie Lake Recreation Commission restructured itself and changed its name to the Bouchie Lake Community Association, governed by the BC Society Act.
Along with the Bouchie Lake Community Association there are other user groups who have donated endless hours to improving and maintaining the grounds. For example, the Quesnel & District Riding Club constructed the main arena and barn whereas the Bouchie Lake Gymkhana Club secured funding and built the warm-up arena and contributed many hours to improvements.
The Bouchie Lake Recreation Commission recognizes and acknowledges the contributions these groups have made to the facilities. Your efforts are noticed and appreciated!
